Histories of Group Homes Hard to Find

TUSCALOOSA, Ala. -- Brenda Walker wants nothing but the best community placement possible for her 70-year-old cousin Amos “Billy” Caldwell, who has lived at W.D. Partlow Developmental Center for the past 51 years.
Walker and her father, who has guardianship of Caldwell, have toured various group homes in the Tuscaloosa area to prepare themselves for what community care will be like for Caldwell, who has lived at Partlow since he was a teen. The problem is, it's impossible to find out a group home's history when it comes to abuse or neglect, Walker said.
